Harper relates that TR will not give his permission for an unnamed project that the Patent Office says needs TR’s release. One can only speculate on what this person had dreamt up that no doubt used the former President’s name or effigy. Still it is signed by Harper, TR’s British born secretary that served him from approx. 1910 through 1914.
