A speech by Sen. Foraker of Ohio in defense of the Brownsville Black Troops that were summarily cashiered from the Service following the Brownsville Affair. Foraker championed their cause which was just, although he did have his eye on a Presidential run. Brownsville material is generally very scarce, this piece is no exception.
