In his preface Roosevelt praises the efforts of England in its fight against "a Prussianized world" and Mrs. Ward's volume as a valuable study in contemporary history and an inspiration to "constructive patriotism". Some of the blame for their late entry to WWI was due to what Roosevelt called "professional pacifists" and "Pacifist leaders"
